Regional Council Capital Fund
Empire State Development (ESD) has $150 million of capital grant funding from the Regional Council Capital Fund available for the State’s Regional Economic Development Council Initiative, which helps drive regional and local economic development across New York State in cooperation with ten Regional Economic Development Councils.
Capital grant funding is available for capital-based economic development projects intended to create or retain jobs; prevent, reduce, or eliminate unemployment and underemployment; and/or increase business or economic activity in a community or region.
Assistance generally falls into three categories:
- Business Investment
- Economic Growth
- Strategic Focus Areas: Projects that Support Green Buildings & Sustainable Development; Childcare Projects; and Projects located in a Distressed Area

Global New York Fund Grant Program
The Global New York Fund Grant Program provides grants and loans to help New York State’s small- and medium-sized businesses go global and create new jobs. The Global NY Fund Grant Program is open to New York State companies and not-for-profit economic development organizations seeking to create or expand direct exports. All export grants are awarded on a reimbursable basis.
